What is maid insurance?

If you employ a Foreign Domestic Worker (FDW) — also called a maid or domestic helper — the Ministry of Manpower (MOM) requires you, as the employer, to buy medical insurance and personal accident insurance for her before her Work Permit is issued. "Maid insurance" and "FDW insurance" refer to the same thing.

You can't pass the cost of this insurance on to your helper — it's an employer obligation. InsuranceMarket compares MOM-compliant plans from licensed insurers so you can see real prices and benefits side by side, and buy online.

Who needs it

Anyone employing a Work Permit holder as a domestic helper in Singapore needs medical insurance and personal accident insurance in place before her Work Permit is issued.

What MOM requires

Medical insurance

At least $60,000 a year

Covers inpatient care and day surgery in Singapore. Since 1 July 2023, insurers cover 75% and employers 25% of claims above $15,000.

Personal accident insurance

At least $60,000 a year

Payable if your helper suffers death or permanent disability from an accident.

Security bond

$5,000

A guarantee, not a cash deposit — required for every FDW except Malaysian nationals. Your insurer can issue this to MOM as a Letter of Guarantee on your behalf.

FDW levy

$300/month standard · $60/month concessionary

Concessionary rates apply under MOM's levy concession schemes.

What you're responsible for as an employer

01

Paying your helper's salary on time, and providing adequate food, medical care, and a safe living and working environment.

02

Giving her one rest day a week, or extra pay in lieu if she agrees to work on it.

03

Cancelling her work permit online within 7 days of her departure if her contract ends early — otherwise you risk forfeiting the $5,000 security bond. You can then apply to your insurer for a prorated refund.

Waiver of indemnity

The $5,000 security bond is your liability if your helper breaches the conditions MOM sets — for example, working illegally elsewhere. Some maid insurance plans offer an optional "waiver of indemnity" that limits your share of that liability to a much smaller amount if the breach wasn't your fault. Ask about this when you compare plans.

Performance bond — requirements vary by nationality and change over time

Some home countries have historically required an extra guarantee or performance bond from the employer or agency, on top of MOM's $5,000 security bond. These requirements are set by each country, not MOM, and do change — for example, the Philippines' $7,000 performance bond requirement was abolished in 2022. Check current requirements with MOM or your helper's embassy before you budget for one.

Before you buy

Three things people commonly get wrong

The $5,000 security bond isn't automatically limited to a smaller amount — that requires an optional waiver of indemnity, which not every plan includes by default.

Some nationalities have additional embassy-specific bond or guarantee requirements, separate from MOM's — these change over time, so confirm what currently applies before you budget for one.

MOM's $60,000 medical and $60,000 personal accident figures are minimums, not what every plan offers — check each plan's actual benefits before assuming more is included.

It's the insurance MOM requires employers of Foreign Domestic Workers to buy — medical insurance and personal accident insurance for your helper — before her Work Permit is issued. "Maid insurance" and "FDW insurance" refer to the same thing.

At least $60,000 a year in medical insurance (inpatient care and day surgery) and at least $60,000 a year in personal accident cover. These are minimums — plans can offer more.

A $5,000 guarantee to MOM that you'll comply with the conditions of employing your helper. It isn't a cash deposit — your insurer can issue it as a Letter of Guarantee on your behalf. It applies to every nationality except Malaysian helpers.

It depends on her nationality, and requirements change over time — the Philippines abolished its $7,000 performance bond requirement in 2022. Check with MOM or the relevant embassy for what currently applies to your helper's nationality.

Your helper's In-Principle Approval (IPA) letter or renewal notice from MOM, and a copy of her passport.

You'll need to pay for her flight home and cancel her work permit online within 7 days of her departure — missing this can put your $5,000 security bond at risk. You can then apply to your insurer for a prorated refund on the insurance.

An optional feature on some plans that limits your share of the $5,000 security bond liability to a smaller amount if your helper breaches a condition through no fault of yours.

Yes — maid insurance on InsuranceMarket is available for 14 or 26 months, matching common Work Permit durations.
